Starting from March 1, 2026, Vietnam’s Law on Artificial Intelligence 2025 officially comes into effect, introducing a number of important regulations on the development, deployment, and use of AI systems. One of the notable provisions is the requirement to clearly label content generated or edited by artificial intelligence.

Under the new law, organizations and individuals that develop, provide, or use AI systems must ensure transparency when AI is involved in creating content. Specifically, audio recordings, images, and videos generated or modified by AI systems — particularly those that simulate the voice, image, or actions of real people, or recreate events that could be mistaken for reality — must carry clear identification labels indicating that they are AI-generated.

The purpose of this regulation is to help users distinguish between authentic content and content created or manipulated by artificial intelligence. Lawmakers emphasize that as AI technology advances rapidly, the ability to create highly realistic deepfake content poses risks related to misinformation, fraud, defamation, and violations of personal rights. Mandatory labeling is therefore considered an important measure to enhance transparency and protect the public.

The law also requires that AI system providers implement appropriate technical solutions to ensure traceability and identification of AI-generated products. Entities deploying AI tools must inform users when they are interacting with AI systems rather than human operators.

For artistic, entertainment, or creative works that utilize AI technology, labeling requirements must still be applied, but in a manner that is appropriate and does not negatively affect the aesthetic or presentation of the work.

In addition, the legislation outlines responsibilities for organizations and individuals in managing risks associated with AI systems, including risk assessment, data protection, and compliance with ethical standards. Violations of the labeling requirement — such as intentionally failing to disclose AI-generated content — may result in administrative penalties or, depending on the severity and consequences, criminal liability under relevant laws.

The introduction of these regulations reflects Vietnam’s effort to establish a legal framework that both promotes AI innovation and ensures responsible, transparent use of emerging technologies in society.
